Description/Job Summary
Reporting to the Director of Financial Aid, the Assistant Director of Financial Aid serves as a key administrative leader within the Office of Financial Aid. This position is responsible for supporting the strategic vision, operational efficiency, regulatory compliance, and student-centered service delivery of the Financial Aid Office.
The Assistant Director oversees the accurate evaluation, awarding, and reconciliation of Federal, State, and institutional financial aid programs; manages financial aid system operations; implements process automation and technology enhancements; and ensures regulatory compliance with U.S. Department of Education (DOE), State of Maryland Higher Education Commission (MHEC), institutional, and audit standards. This position also supervises office staff including Office Specialists and Federal Work-Study students, providing direct guidance, training, workload oversight, and performance support. The Assistant Director serves as a key liaison with internal and external partners and supports continuous improvement initiatives, data integrity, system configuration, and workflow documentation.
Responsibilities/Duties
- Determine student eligibility and administer federal, state, and institutional aid in accordance with Title IV federal student financial aid regulations, Maryland State aid policies, and institutional guidelines.
- Oversee verification, packaging, and awarding processes, ensuring timely and accurate financial aid disbursements.
- Manage Return to Title IV (R2T4) processes and ensure compliance and timely processing.
- Evaluate and render decisions on Satisfactory Academic Progress (SAP) appeals.
- Support Federal and State audits, Title IV federal reporting (FISAP), MHEC reporting, and compliance documentation.
- Manage financial aid automated systems operations, including Ellucian Banner, Student Self-Service Portal, COD, NSLDS, and SAIG.
- Coordinate with IT and Institutional Effectiveness/Research (IER) on data integrity, Argos reporting, system maintenance, and secure file exchange.
- Lead technology improvements and digital transformation initiatives aligned with best practices (NASFAA/FSA guidance).
- Troubleshoot system issues, oversee access permissions, and collaborate on ERP enhancements.
- Build, test, update, and maintain packaging and verification rules, workflows, and automation.
- Supervise Office Specialists and Federal Work-Study students, including recruitment, scheduling, training, and task delegation.
- Provide coaching, mentoring, and performance feedback to support staff excellence and student-service standards.
- Lead operational training, workflow documentation, and compliance updates for financial aid staff.
- Serve as Acting Director when designated, providing operational continuity and leadership coverage.
- Counsel students and families regarding all aspects of financial aid, affordability planning, and financial literacy.
- Develop and execute timely, compliant communication plans (website, portal, email campaigns, workshops).
- Ensure accurate, student-focused service delivery that promotes equity, accessibility, and student success.
- Maintain and update Financial Aid website and materials.
- Serve on committees and workgroups supporting enrollment, retention, and student success.
- Partner with Admissions, Registrar, Student Accounts, Finance, IT, and other departments to optimize processes and student service delivery.
- Represent the Financial Aid Office at campus and community events, including outreach and FAFSA completion initiatives.
Required Qualifications
Education
- Bachelor's degree in Finance, Business, Education, Counseling, or a related field
Experience
- Five (5) years of progressive experience in Title IV financial aid administration, which will include the following:
- Experience applying Title IV regulations, and administering verification, awarding, R2T4, SAP, and compliance
- Experience working with financial aid automated systems and student information automated systems
- Three (3) years of supervisory experience
Preferred Qualifications
- Master's degree in finance, business, education, counseling, or a related field.
- Seven (7) years of progressive experience in Title IV financial aid administration.
- One (1) year of experience with Ellucian Banner (or comparable ERP system) which should include:
- Argos or other reporting and data analytics tools
- Community college or public higher-education experience
- Experience with state financial aid programs

- Proficiency in Microsoft Office Suite, particularly Excel, for data analysis and reporting.
- Knowledge of Title IV regulations, verification, awarding, R2T4, SAP, and compliance.
- Knowledge of analytical methods and organizational principles to manage multiple complex tasks effectively
- Demonstrated ability to lead, train, or supervise staff
- Ability to develop and document policies and procedures effectively.
- Skilled in building positive relationships and fostering cooperation among team members.
- Skill in active listening and adapting communication style to diverse audiences.
