Description/Job Summary

This position reports to the Vice President for Students Affairs. The Director of Financial Aid leads the strategic and operational functions in the Baltimore City Community College financial aid programs. This role provides senior-level leadership in compliance, technology, and student services, ensuring exceptional customer experience while maintaining full adherence to federal, state, and institutional regulations. The Director supervisors the Assistant Director, Federal Work Study Coordinator, Financial Aid Specialist, and support staff in the department. The Director oversees departmental budgets and resources, and implements innovations in technology, process, and policy to advance institutional enrollment and student success goals. The Director works in collaboration with other departments on campus that include but is not limited to Records and Registration, Student Success Center, Information Technology, Institutional Research, and Student Accounts.

Responsibilities/Duties

  • Manage and supervise all financial aid processes for awarding grants and scholarship packages
  • Develop student costs of attendance (individual student budgets) including tuition, books, fees, etc.
  • Calculate refunds and repayments (RT24) for students who withdraw from school
  • Contribute to student satisfaction through delivery of quality customer service in all aspects of the administration of financial aid and student employment services
  • Ensure that students are informed about their eligibility for financial aid by developing and directing a system for collecting and evaluating applications, and for the timely and effective awarding of all types of financial aid
  • Supervises the financial aid staff and is responsible for their performance review and professional development
  • Prepares federal, state, and external reports as necessary, including FISAP and Program Participation Agreement, completes special conditions, appeals and waivers
  • Develops systems to improve the efficiency and effectiveness of the office and is responsible for compliance with state and federal regulations
  • Test new systems, tools, and updates to verify functionality and alignment with departmental needs
  • Design and implement training programs to maintain expertise in financial aid regulations, systems, and customer service practices
  • Develops, analyzes and interprets financial aid information for internal and external use

Regulatory Compliance

  • Interpret and apply federal laws and regulations; college policies and regulations; and state regulations relating to the delivery of student financial assistance
  • Ensure that the College has exception-free Financial Aid audits and program reviews by keeping abreast of and implementing all federal and state laws and regulations that pertain to the programs administered by the Financial Aid Office
  • Maintain the College's Financial Aid data to ensure timely and accurate submission of required federal, state, and local reports
  • Develop and direct financial aid strategies within the framework of federal and state regulations that are consistent with the enrollment management objectives of the College and by administering financial aid, scholarships, and student employment programs that support student recruitment and retention
  • Utilize and maintain the current Financial Aid module in the College's student information system (SIS). Ensure that the system is used effectively and that processes and product enhancements are developed which are technologically up-to-date and user/student friendly
  • Maintain confidentiality of information exposed to during business regarding students, supervisors or other employees
  • Develop and monitor the Financial Aid Office budget including personnel needs and departmental operating expenses
  • Other duties as assigned.

Required Qualifications

Education

  • Master's degree in finance, Business, Education, Counseling, or a related field

Experience

  • Minimum 7 years of progressive experience working in Financial Aid
  • At least 5 years working in a supervisory capacity
  • Experience with state financial aid programs
  • Previous experience working with A-133 audits, reconciliation, and federal reporting

Preferred Qualifications

  • Seven or more years of progressive experience working in Financial Aid
  • Six or more years working in a supervisory capacity
  • Experience in Ellucian Banner
  • Community college or higher education experience

Knowledge, Skills, & Abilities (KSAs)

  • Experience in developing and implementing strategic initiatives and planning financial literacy programming
  • Skill in leading and managing a results-oriented team of financial aid professionals
  • Professional written and oral communication skills.
  • Ability to effectively present information to a wide range of constituents, including senior organizational leaders, public groups, and people from diverse cultures and worldviews
  • Proficient in Microsoft Office and other basic technology
  • Expert knowledge of the financial aid modules of an ERP system (Banner, PeopleSoft, Powerfaids, Workday).
