Monday through Friday during standard business hours. This role may require additional hours during peak reporting periods, audits, budgeting cycles, or major financial initiatives. Reynolds is one of the largest community colleges in Virginia and serves Virginia’s capital city and five nearby counties. Annually, our four campus sites serve approximately 13,000 credit students and provide training for 7,400 students through the Community College Workforce Alliance.

Position Summary

The Associate Vice President (AVP) of Financial Operations provides strategic leadership, oversight, and accountability for the College’s financial operations. Reporting to the Vice President for Finance and Administration, the AVP serves as the division’s primary deputy for financial operations and is responsible for ensuring accuracy, consistency, compliance, and transparency across all financial functions.

The AVP leads the College’s budget development, execution, monitoring, and reporting processes and establishes institutional budget priorities, guidance, timelines, and standards. The position works in close collaboration with the Director of Financial Operations on day-to-day budget development, tracking, and reconciliation, while retaining responsibility for budget assumptions, final recommendations, and institution-level financial reporting.

Key Responsibilities Special Assignments

  • Financial Leadership and Budget Management
  • Provide leadership and institutional accountability for the College’s operating and capital budget processes, including budget assumptions, timelines, guidance, development, execution, monitoring, and coordination.
  • Establish budget priorities, standards, and methodologies aligned with institutional goals and long-term fiscal sustainability.
  • Prepare and present consolidated budget reports, forecasts, and financial analyses for executive leadership and stakeholders.
  • Provide guidance, training, and support to departmental budget managers in budget development, evaluation, and analysis.
  • Financial Operations Oversight
  • Provide leadership and institutional accountability for all financial operations, including Accounting, Budget, Business Office functions, Student Financial Aid disbursements, Grants Accounting, and Fixed Assets.
  • Maintain primary responsibility for the accuracy, integrity, timeliness, and compliance of all financial transactions, reconciliations, and reports.
  • Collaborate closely with the Director of Financial Operations to ensure effective execution of daily financial and budget activities, including monitoring, reconciliation, and operational adjustments.
  • Ensure timely and accurate monthly and annual reconciliations across all financial systems.
  • Establish and enforce expectations, internal controls, and review processes to ensure consistent application of financial policies and procedures.
  • Financial Reporting and Analysis
  • Provide leadership over the preparation, review, and certification of the College’s annual financial statements.
  • Ensure accurate, timely, and transparent institutional financial reporting.
  • Oversee the development, maintenance, and continuous improvement of financial dashboards and institutional reporting tools.
  • Develop, or ensure the development of, the College’s negotiated indirect cost rate.
  • Compliance, Risk Management, and Audit Oversight
  • Ensure compliance with Generally Accepted Accounting Principles (GAAP), Department of Accounts (DOA) regulations, VCCS policies, and Agency Risk Management and Internal Control Standards (ARMICS).
  • Coordinate financial risk assessments and oversee audit responses, corrective action plans, and ongoing compliance monitoring.
  • Regularly evaluate internal controls and recommend improvements to strengthen fiscal accountability and mitigate risk.
  • Process Improvement and Systems Management
  • Lead continuous improvement initiatives and system enhancements across financial operations to increase efficiency, accuracy, and service delivery.
  • Promote effective use of financial systems, data, and reporting tools to support informed decision-making across the institution.
  • Leadership and Supervision
  • Provide leadership and oversight for staff within the financial operations area, directly and through subordinate managers.
  • Establish performance expectations, conduct evaluations, support professional development, and ensure compliance with DHRM and institutional policies.

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

KSA's/Required Qualifications

Knowledge, Skills, and Abilities

  • Advanced proficiency in Microsoft Excel, including pivot tables, data manipulation, and scenario analysis to support budgeting, forecasting, and financial reporting.
  • Strong knowledge of Generally Accepted Accounting Principles (GAAP) and familiarity with State of Virginia and VCCS financial policies and procedures (preferred).
  • Demonstrated ability to lead and oversee complex financial operations while collaborating effectively across organizational units.
  • Excellent written and verbal communication skills, with the ability to present complex financial information clearly to diverse audiences.

Education and Credentials

  • Master’s degree in Accounting, Finance, Business Administration, Public Administration, or a closely related field (required).
  • Certified Public Accountant (CPA) designation (preferred).

Experience

  • Ten (10) or more years of progressively responsible experience in accounting, budgeting, financial operations, or public-sector finance, including significant supervisory and leadership experience.

This position requires occasional local and regional travel to Reynolds campus locations, system offices, meetings, trainings, and conferences. Travel is primarily during standard business hours, with minimal overnight travel anticipated.
